"Incidents like this do happen, though they do not have provocative nature," Halaf Halafov, the Deputy Minister of Foreign Affairs of Azerbaijan, told reporters while commenting on the incident at the Georgia-Azerbaijan border.
"It may be the result of some mistakes and events. Similar situations are usually resolved between border services, but this is not an issue of the interstate level," Halafov said.
