Carl Hartzell, the EU Ambassador to Georgia, said that high levels of polarization in Georgia have a negative impact on the election environment.

In Hartzell's words, insults and high polarization levels during the second-round election campaign hamper the formation of a proper election environment. 

The second round of the local self-government elections is set to be held in Georgia on Oct 30 in five cities, 15 municipalities, and 24 electoral districts.
