Kelly Degnan urges Georgian parliament to stall new draft bill review process

US Ambassador to Georgia Kelly Degnan defines the State Inspector's Service as of crucial significance as its activities involve an investigation of alleged crimes by public officials and ensure their accountability before the public.

Degnan stresses that released reports on a new draft bill are concerning, which is why she asks the parliament to stall the review process.

In Degnan's words, the parliament shall supervise the State Inspector's Service, and when the State Inspector presented his annual report on performed activities, the parliament had not challenged anything or raised any questions. This is the reason why, as Degnan says, it is hard to understand why they are making all qualified employees of the state agency redundant before March. ''This is a strange process of acceleration of legislative amendments when there is no need for this,'' Degnan says, adding that they ''included concerning provisions in the draft bill.''

The ambassador appeals to authorities to refrain from speeding up the process and hold transparent and inclusive consultations with the parties concerned. According to Degnan, only after this shall they formulate the approach to improve the State Inspector's Service. ''This is our recommendations and firm request before the parliament,'' Degnan declared.
