At a meeting with the Armenian community in Moscow, Armenian President Armen Sargsyan stated that early elections and the formation of a government of national unity represent a civilized way to overcome the crisis caused by the escalation of the conflict in Karabakh.
"In a country where such tragedy occurs, there is a solution: the government that led to this must leave... There is a civilized way - early elections, creating an interim government of national unity," the President of Armenia said.
According to him, this does not mean that each party should have its minister in the interim government. Sargsyan believes that a government, preferably a technocratic one, should be formed by a person respected by all.
According to the President, this government should work for six months or a year, until the new elections.
Armen Sargsyan added that it is necessary to hold a referendum during this period, changing the constitution. He believes that there should be a balance between parliament, government, and the President's institution.
"I believe that even if we remain a parliamentary country, the President should be elected by the people. In our country, all posts are appointed by the parliament, but where is the balance?" Sargsyan asked.
He also noted that the presence or absence of a country crisis could not be assessed by the number of protesters in the square.
"If there were no one on the square at all, would it mean that there was no crisis? Look around, we are all in a crisis. It is not a crisis of a country or a state, but of a nation - human rights, psychological, financial, economic, humanitarian. Not all residents will return to Karabakh; some will stay in Armenia; who will take care of them?" Sargsyan said.
"First of all, we must admit that we face a crisis, which means that we cannot continue as before, since Armenia is already a different country," Sargsyan said.
