EU High Representative Josep Borrell has delivered his speech at the North Atlantic Council and referred to a visit to Russia at the beginning of February.
In his words, Russia's aggressive reactions show that Russia perceives democratic values as an existential threat and blocks any positive approach to human rights issues.
He provided an example of Navalny's case.
He said he thinks Putin's regime uses every means, including misinformation, to maintain power and combat the opposition.
He also noted that new sanctions are ahead towards Russia for its aggressive activities, including cyber-attacks.
