"I have always said that no referendum can be held over the internationally recognized territories of Azerbaijan. Moreover, if you look at the basic principles, the word referendum does not appear there either," the President of Azerbaijan, Ilham Aliyev, said in an interview with Interfax.
"There are certain formulations related to the expression of will, self-determination. We have always said that self-determination is an important principle of international law, but it cannot violate the territorial integrity of a country. Secondly, it is impossible to change the territorial integrity of a country without the consent of that country. In this case, what I said in one of the interviews fully reflects my position, which is not a secret. Naturally, my position has not changed: We will not allow the creation of a second Armenian state on the territory of Azerbaijan. If anyone wants to create a second state for Armenians, let them give away a part of their territory, and create a state there," Aliyev said.
