Philadelphia State Police stated that a man who was shot 15 times addressed the hospital.
He underwent emergency surgery and his condition is critical.
"The condition of the 27-year-old man is grave but he is likely to survive", Chief Superintendent of the Police said.
Police also found the scene, where 23 cartridges were recovered. The investigation is ongoing.
