On the initiative of UN Secretary-General Antonio Guterres, a video conference has been held between the Secretary-General and Azerbaijani President Ilham Aliyev. 

Per Azerbaijan media outlets, Ilham Aliyev informed Mr. Guterres of Armenia's move to provoke conflict at the border and stressed that Armenia stirred up the situation in July and August as well. The Azerbaijani leader emphasized that Armenia is carrying out unlawful activities in the other country's land and, by doing so, is flagrantly violating norms of international law.

Mr. Aliyev also said that the Armenian prime minister has formed armed units from tens of thousands of civilians and forced them to get involved in military operations against Azerbaijan. He also stressed that the dispute over control of the mountainous region of Nagorno-Karabakh must be resolved within the norms of international law and the corresponding resolutions by the United Nations Security Council. 

Azerbaijan media reports that on 29 September, an extraordinary session of the UN General Assembly will be convened to discuss the issue of the mountainous region of Nagorno-Karabakh. 

On 27 September, tensions rose at the Azerbaijan-Armenia border, with attacks carried out and deaths reported.
