Railroad expert and President of Professional Railroad Club Davit Gochava listed characteristics of a well-functioning logistics chain for Report News Agency, bringing the examples of Georgia and Kazakhstan. 

In the expert's words, port operations in Kazakhstan are considered railroad transportation services.

''Kazakh Railways Company КТЖ owns 100% of Kuryk Port shares, Aktau Port shares, and those of Aktau Sea North Terminal. Furthermore, the Kazakh Railways Company is the largest transport and logistics operator in Kazakhstan, possessing direct and indirect shares in different logistics and transport companies, terminal owning companies, and all key infrastructures,'' Davit Gochava said.

As for Georgia, according to the expert:

a) an Unconditional Ownership Agreement is effective in the Poti Port; in accordance with the agreement, together with the Georgian Pace Group Company, APM Terminals is an owner and beneficiary of the port, as well as its main operator;

b) the state owns the land in the Batumi Port, but the KazTransOil company is entitled to manage it;

c) The Kulevi Oil Terminal belongs to the state Oil Company of Azerbaijan (SOCAR), which exploits it;

d) the BP operates the Supsa terminal, with the state being the final beneficiary.

The expert says that unlike in Kazakhstan, utter chaos is in Georgia, and unless the existing issues are resolved, nothing can change for the better.
