The Democratic Research Institute (DRI) has responded to the statement by the MIA of 15 November 2021 on the use of sanctions against protesters determined by the Criminal Code of Georgia. 

''Complete or partial blockage of a road does not constitute the foundation for employing mechanisms of administrative or legal liability against rally participants. In some instances, taking the said action may result in the imposition of administrative and legal liability rather than criminal. 

The approach by the MIA was not so explicitly unwavering to the organizers of the 5 July hate actions when they blocked the road near the Tbilisi entrance.

The DRI calls upon the Georgian government not to go beyond the Constitution of Georgia and respect the freedom of speech and freedom of assembly,'' the statement reads.
