"Russia will take part in a meeting of the Committee of Ministers of the Council of Europe in Tbilisi, but the level of representation is not determined yet," said Grigory Karasin, a member of the Federation Council.
"Russia will take part in a meeting, who will go there - it's more of a theological question," he said.
Karasin called the possible complications associated with the meeting of the Committee of Ministers of the Council of Europe "an artificial problem."
A meeting of the Committee of Ministers of the Council of Europe will take place in Tbilisi on May 14-15.
