Hikmet Hajiyev, the Head of Foreign Policy Department of the Presidential Administration of Azerbaijan, says that heads of the diplomatic corps, ambassadors, military attachés, and heads of the delegations from international organizations have witnessed Armenians' attempt to provoke Azerbaijan in Ganja. According to Hajiev, Armenians prepared their Scud missiles for military operations only two or three km away from the border of Azerbaijan, and Azerbaijanis took actions to neutralize the missiles in compliance with the norms of international law. "In accordance with international law, Azerbaijan is entitled to attack military facilities posing a threat to its security," Hikmet Hajiyev declared.
Foreign Policy Advisor to the Azerbaijani President said that Azerbaijan understands the value of the ceasefire, but Armenia, with its actions, including its missile attack on Ganja, tries to provoke it.
