Putin: Constitution of the USSR contained a time bomb

The USSR's Constitution contained a "time bomb" – the right of integrated republics to leave the Union, the Russian President, Vladimir Putin, shared with media representatives during his interview.

Putin emphasized that the Constitution contained Lenin's thesis, according to which the republics had the right to leave the Union of allies. Stalin supported the opposite view. He talked of the necessity of the National Union's autonomation, joining the Russian Soviet Federation with autonomy status without the right to leave it.

Putin said the "Lenin's idea" had won, which was the transfer from one Constitution to another, while the decree of leaving the Union was not stated.

"The Communist Party has sacrificed the country interests in favor of their group interests. In line with the Communist Party that started disintegration internally, without any exterior pressure, the country's disintegration process also started. It is absolutely inapplicable; it is a time bomb which was repeated in the next Constitutions of our country," – Putin said.

Putin believes that the process can be stopped by the changes in the acting Constitution of the country.

"These changes will help our statehood and create conditions for the progressive development of our country in the next decades," – said the President of the Russian Federation.
