The OSCE/ODIHR Opinion on Draft Amendments to the Election Code of Georgia proposed by the opposition reads that a similar system may be adopted if amendments are introduced to the Organic Law.
According to the opinion, the model proposed by the opposition complies with universal, free, secret voting and periodic elections principles.
Additionally, ODHIR puts forward six technical recommendations on improving the proposed initiatives. The recommendations also focus on the procedure of marking the ballot paper, calculating election results, sharing mandates among multi-mandate electoral districts, etc.
